Rules search can be performed from the Search view, it allows to use a variety of fields to retrieve one or more rules. By default, the search page shows the last rules (date of modification).

You can expand the “Search” panel to display all the fields available for advanced search, as well as the “Magic field” that helps to search in many places at once.
